i was wondering if anyone had some advice on the best way to fish for bass in the winter.

Jigs are great. Around rocks with a football head with a craw trailer. Around wood with round or otherwise shaped heads.
Dropshot, Carolina rig or splitshot rig.
Crankbaits and jerkbaits REAL slow with long pauses between cranks and between jerks. The jerks should be slow and usually short.
Texas rigged worms, beavers, craws, such as that.
Topwater IF they are up, once in a great while they are. Watch for small fish boiling at the surface.
Around rocks, deep docks, vegitation if it isn't too dead.
5 to 30 feet in the small lakes, deeper in the deep lakes.
Use scent if you want.
Braid with floro leader. Leader 2' to 5' length, depending on the clarity of the water.
There is one or two members in the Spokane area that have been doing pretty good winter fishing this winter. Check out the fishing reports.
